Abstract

The Good Practice for Officials for Communication with Lobbyists was developed by the Ministry of Justice and approved by the Estonian government. The document defines what lobbying is and who is a lobbyist. In addition, the document imposes an obligation on officials to disclose meetings with lobbyists at least quarterly on the agency’s website. This also includes the obligation to refrain from lobbying for their former institution for at least one year after leaving office and from working for the lobbyist or the interest group they represents, on behalf of which he made decisions during the last year of office.
