In the case of a nationwide crisis, the government wants to keep the entire nation informed about what happened, what is going to happen and what people can or should do. However, reaching everyone in the Netherlands quickly and properly is a major challenge and some groups are not always reached sufficiently by the government. Therefore, the Dutch Ministry of Health, Welfare and Sport (VWS) and the National Coordinator for Counterterrorism and Security (NCTV) created The Guide for Risk and Crisis Communication for Specific Target Groups aimed at policymakers, (crisis) communication advisors and other interested parties. The Guide consists of information and tools for creating communications for specific audiences when dealing with a crisis situation.
