Abstract

This document comprises the Community Guidelines of Microsoft Bing. With over 45 million users in the EU, Bing is designated as a very large online platform (VLOPS) by the European Commission and must comply with the strictest rules of the Digital Service Act (DSA). For instance, systematic risks such as illegal content, public safety and health, protection of minors and fundamental rights such as freedom of expression, media freedom and pluralism, discrimination and consumer protection must be taken into account by the platform. The mandatory Microsoft Community Code of Conduct applies to all community users of Microsoft, e.g. Microsoft Bing Chat, and requires participants to be at least 13 years old. Users must voluntarily comply with the Code and are responsible for their activities and content. In addition to these Guidelines, local and national laws must be followed. The community should be kept safe, friendly, fun and helpful. Users should be polite and respectful, keep conversations substantive, and remain constructive. Obscene, offensive or bigoted comments are not permitted. Abuse in the community should be reported, and violation of the rules may result in being banned. “
