Abstract

Openness and Timeliness are Government Communication Guidelines produced by the Prime Minister’s Office for central government organizations and all employees in the state administration. The Guidelines emphasize openness, credibility, impartiality, intelligibility, and interactivity as the foundation and value base for all government communication. Additionally, the Guidelines cover roles and responsibilities, communication objectives, and key target groups, from responding to information requests made by news media to addressing the public and customers. The Guidelines aim to address the challenges of the changing communication environment and make them more visible.
