We have published the DIACOMET Inclusive Accountability Toolbox as part of Deliverable 2.3: Prototype of a Civic Accountability Mechanism.

The toolbox presents nine concepts designed to strengthen inclusive and accountable public communication in the digital age. Developed within the DIACOMET project across eight European countries, it explores how citizens, media, and public institutions can engage more meaningfully in today’s evolving communication environment.

The concepts are based on a two-phase Delphi study with 177 experts in Round 1 and 103 in Round 2. The study identified five key challenges: declining respectful dialogue, limited transparency, the growing influence of platforms and AI, a widening disconnect between key actors, and insufficient media and digital literacy. Across countries, a common concern emerged, many people feel unheard in public communication.

Building on these findings, interdisciplinary Design Thinking sessions brought together citizens and experts to co-create nine inclusive accountability mechanisms, including dialogic accountability bodies, community-based media services, deliberative forums, lifelong learning models, structured listening tools, democracy games, and participatory online platforms.
