Abstract

The Council of Europe, an international human rights organisation consisting of 46 member states, has developed an ethical framework that applies to all employees and sets out behavioural and ethical standards to create a better working environment. It outlines expectations of staff and individuals to uphold values such as integrity, respect, independence, trustworthiness, responsibility, dignity, diversity, and discretion in their work. The “Code of Conduct” is legally binding upon all staff members, and violations may lead to disciplinary sanctions.
