Abstract

These Forum Rules for the comments section of Die Presse establish a detailed framework to ensure respectful, lawful and high-quality public discourse. They emphasise civil interaction, tolerance and personal responsibility, while setting clear limits to freedom of expression where laws or the rights of others are violated. A wide range of prohibited content is defined, including hate speech, misinformation, cyberbullying, threats, violence, illegal activities, privacy violations and harmful or deceptive practices. The rules also address sensitive areas such as the protection of minors, public safety, elections and intellectual property. In addition, the guidelines include stylistic “Netiquette” principles (e.g. respectful tone, clear reasoning and moderate use of language), as well as strict moderation procedures. These range from content removal and pre-moderation to temporary suspensions and permanent bans. Automated tools (such as keyword filters) and user reporting mechanisms support enforcement and legal obligations under EU regulations (e.g. the Digital Services Act) are explicitly integrated.
